Commission for Education & Public Relations

The FCI Commission for Education and Public Relations was established in 2019 to support the FCI and its members in raising public awareness about the value of pedigree dogs, promoting responsible dog ownership and breeding, and advocating for canine welfare worldwide.

As one of the FCI’s non-mandatory commissions, it brings together representatives from FCI member countries — the National Canine Organisations (NCOs) — who share a common interest in public outreach and educational work.

The Commission supports NCOs in their efforts to:

  • Develop and implement educational programmes for breeders, dog owners, and the general public;
  • Design and promote communication campaigns that highlight the benefits of purebred dogs;
  • Offer strategies for addressing crisis situations, including those involving public debates on animal welfare.

President and the Board of the Commission:

The Commission operates under the guidance of a president and vice-president(s), and optionally a secretary, elected by its delegates every two years. The current Board is composed of the following members:

1. Ramune Kazlauskaite, President

2. Lana Rogošic Blagojevic, Vice President

3. Miguel Antonio Casellas-Gil, Vice President

4. Daiva Kvedariene, Secretary

Why This Commission Matters

Dogs are more than companions. They are part of our society, families, and work. Yet their wellbeing depends on informed, responsible breeding and ownership and a strong public understanding of their needs and value.

The FCI Commission for Education and Public Relations is crucial in shaping how dogs are perceived and treated globally. By supporting education, promoting pedigree dogs, and helping NCOs handle public communication, the Commission works to:

  • Protect the reputation of purebred dogs and responsible breeders;
  • Raise awareness of dog welfare and ethical ownership;
  • Strengthen trust between the canine community and the public;
  • Provide guidance during moments of crisis or public scrutiny.

Through effective communication and targeted educational initiatives, the Commission contributes to the sustainable future of dogs and canine-related activities, including dog sports, shows, handling, trials, grooming, and other disciplines, ensuring their societal role is understood, respected, and valued.

The Commission is open to representatives of FCI member countries.

To nominate a delegate, please contact the FCI Secretariat or submit your interest through the FCI General Assembly.

Together, we can amplify our shared message: promoting responsible dog ownership, ethical breeding, and the enduring bond between people and dogs.
